This is an early illustration of the Scout Movement for boys, which was founded in August 1907 by Lieutenant-General Robert Stephenson Smyth Baden-Powell, 1st Baron Baden-Powell (1857-1941), who was a British Army officer and writer. He and sister Agnes later founded the Scout Movement for girls in 1910.
