In 1978, Joh Bjelke-Petersen, then-Premier of Queensland, "banned all street marches, leading to violent clashes between police and protesters." Tensions rose as the year progressed, and the biggest protest march was held in December, "when 346 people were arrested and packed like sardines into cells, often being denied a lawyer."
